Chocolate curls are not difficult to make but they do take some practice. You want to use a coating or compound chocolate, and depending on which brand you have you made need to add just a little vegtable shortening to make the chocolate the right consistency. Melt the chocolate(and shortening if using) over a water bath and pour it into a clean dry pan to a depth of about 3/4". Chill the chocolate to set it(needs to be hard) and then turn it out of the pan. Bring the block to room temperature; give it a few hours. Using a cheap metal vegtable peeler with a pivoting head, pull it down the edge of the block. you should hold the peeler on a bit of an angle to the block, and start at the base of the blade, ending at the tip of the blade. This is harder to explain than I thought it would be, but play with it for a bit and you should figure out what I'm saying. If the block is too cold and the chocolate is breaking while you peel it, try warming it in a microwave for only 10 seconds at a time on 50% power. I've made these for years, so I know it works! Don't give up!
