Isn't sugar sweet with little taste? , yet honey has a definate flavor accompanied by a sweetness? I don't think they ever really equal each other in sweetness. Its all a matter of taste, start with 50% honey and taste, if its not sweet enough add some more honey and continue until its sweet enough. In ketchup its probably ok but in a baked item the invert nature of the honey would have an effect.
