What is vegan? vegitarian? What do you mean by make chocolate? If it won't set (whatever IT is) if its choc then its not tempered. You can't actually make choc at home, can't be done no no no way. The problem is getting the sugar in, its not actually dissolved. Sugar is milled in, down to the micron level by rollers which are beyond non commercial ability. But I am not clear as to what you are or what you're actually working with.
