I've made them before--heat oil (easier to do in a deep fryer rather than in a fry pan) to 350-375 degrees, have cinnamon-sugar mixture ready (3parts granulated sugar to 1 part ground cinnamon) and cut flour tortillas into 8 wedges each, then fry in batches until pale golden brown, quickly drain on paper towels, sprinkle (don't skimp) with the cinnamon-sugar and eat!
